On December 14, 2017, the FCC Comissoners -- lead by Trump appointee Ajit Pai -- will be considering a reversal of the previous FCC's decision that the Internet is a telecommunications service essential to the public need and should be regulated using Title 2 of the 1996 Communications Act.  Such a reversal would allow the Internet to function as private information system in which wealthy corporations could pay for increased speed and visibility.  Individual voices and small nonprofits such as ART FM would be lost in a deep and distant cyber vortex.

Through this special program, WXOX is waging our Battle for the Net with an informative broadcast outlining the current state of Net Neutrality and the dangers it faces.  Media Advocate Fred Johnson speaks with ART FM Board Member Kyle Anne Citrynell JD to educate our listeners on this very important subject and provide them with useful avenues for getting involved.

FRED JOHNSON is a documentary maker, teacher, and media and communications policy scholar. His work has been seen in a wide range of venues including the Learning and Discovery Channels, WNET-New York, numerous local and regional PBS and community media centers throughout the U.S., as well as the British Broadcasting Corporation's BBC 2 and BBC World Service. He has over 40 documentaries and media projects to his credit addressing a wide range of concerns including globalization, the international arms trade, Appalachian culture, poetry, urban and public space, communications policy, media culture and relationships of communications, geography and constructed space.

Johnson is currently working on a documedia project, The Network, an exploration of the network society, its technological infrastructure and policy assumptions, its social, artistic and cultural origins, and its aesthetic biases.


KYLE ANNE CITRYNELL is a Partner with Seiller Waterman where she has a national litigation and transactional practice with in the areas of arts, entertainment, media, publishing, technology, and intellectual property law. She has worked with tax-exempt and for-profit organizations from formation and as corporate counsel. She has managed negotiations for a wide variety of inventors, artists, musicians and media broadcasters. Kyle graduated from Duke University (B.A., J.D.) and came to Louisville to work with the Kentucky Arts Commission and Fund for the Arts to establish Professional Services to the Arts which provided legal, accounting, banking and insurance services to artists and arts groups.

Citrynell is a Founding Board Member of the noncommercial arts-focused radio station ART FM / WXOX 97.1 FM Louisville. Her legal guidance has been critical to the formation and development of our nonprofit organization.
