LOW POWER FM for DUMMIES has hit the shelves! Written by WXOX Co-Founder Sharon Scott this book provides all the ins and outs of building and managing a community radio station. Plus, lots of great XOX stories!

Low Power FM for Dummies can be found through local booksellers such as Louisville's Carmichael's Books. It is also on shelves at Barnes & Noble stores nationwide and available online through Amazon.com.

The 2023 Grassroots Radio Conference was one of the very best (and there have been so many spectacular GRC conferences)!  It was so amazing to see all our community radio friends together in person -- sharing information and ideas from early morning into the wee hours of the night.  After three years apart, if felt better than ever to shake hands, share drinks, and celebrate all the amazing things we have accomplished in these very challenging times.

WTSQ-LP did an INCREDIBLE job hosting this year's conference and Charleston was the perfect place to do it!  Perfectly walkable and full of local character, it seemed like the city had been built specifically for us!  From the Capital Theater, to West Virginia Music Hall of Fame, to the Underground Cinema, it was so cool to get to know some of West Virginia's secret attractions.  And of course, the drive couldn't have been more beautiful, a flame with shades of red and yellow.  Wild and Wonderful for sure!

The timing of this year's GRC ended up being PERFECT thanks to the extension of the LPFM Application window (now Dec. 6-13).  With REC Networks, the Prometheus Radio Project, and Brown Broadcast Services in the house, new applicants got plenty of first person advice.  In addition to sessions specifically geared toward Low Power FM, there were useful seminars for stations of all sizes that included station governance, fundraising, and marketing.  Distinguished speakers included Pete Tridish of Radio Mutiny, Jim Ellinger of Austin Airwaves, Ursula Ruedenberg of the Pacifica Affiliates, and Alex Sanjenis of the FCC.

Amy Goodman's keynote speech brought tears to every eye and a ignited a passion in every heart.  A product of KPFA and the community radio network, Amy understands the important work each and every one of us do!  It was wonderful of her to take the time . . . and to provide over 50 scholarships to this year's GRC attendees.

The WTSQ team made us all so at home in their lovely city, none of us wanted to leave.  Board President Damon Cater had a vision for this conference and spent many months bringing the GRC back to life for us all!  As a result new bonds were formed, new ideas were hatched, and we are all returning to our stations more energized than ever before.  The community radio world needed this reboot!

It was tons of fun and we are deeply grateful!

XOXOXO!

Shepard Fairey is the creative force behind OBEY GIANT and countless cultural icons including the Barack Obama HOPE poster.

Eddie Donaldson aka GUERILLA ONE, originally from Louisville, is one of the first curators to recognize the value of street art and graffiti painting and bring it within the white walls of the gallery space and give it a respected place in the world of art.

As a tribute to his Louisville roots, Eddie Donaldson is working with Shepard Fairey to bring a new 7-story mural of Muhammad Ali to Louisville's West End.  Beginning on April 21, 2023 the mural will be painted on the side of the Chestnut Street YMCA two blocks from Ali's Central High School.  The image is based on a photograph by Louisville's Howard Bingham.

The mural has been produced in collaboration with Artists for Trauma.  Artists for Trauma is an organization dedicated to enriching the lives of trauma survivors by pairing recovering patients with established artists from various creative disciplines.  Their aim is to expedite the quality of the long term recovery process for the significantly altered trauma survivor.  Learn more at artistsfortrauma.org

APRIL 10, 2023. Louisville, Kentucky USA
What words?  We have no words.  But we do have love, strength, and hope.  For those who have lost everything, we send our love. For those fighting this senseless gun violence, we send our strength.  For those who fear for their children, we send our hope for a world of peace.

Julianna Farmer, Deana Eckert, Joshua Barrick, James Tutt, Tommy Elliott.  We send our love on your flight.  May you find your way to a more peaceful world.  Officer Nick Wilt, hero, and the other beautiful human beings who were shot in the Old Bank Building on the morning of April we send our strength for your recovery.

Every city wants to be the one to make the change.  Now it is our turn Louisville.  Right now it is hard to know what to do but if we keep pushing, the answers will come.  ART FM has created a COMMUNITY RESOUCES link in response to bank tragedy on the morning of the April 10th.  CLICK HERE TO ACCESS. Among other things, this page provides information on contacting your local, state, and national represntatives to let them know how you are feeling, and what you think they should be doing about gun violence in America.

Our city has been traumatized by the mass shooting in downtown Louisville.  It is normal to feel distressed.  If you feel like you need someone to talk to, you can call the Disaster Distress Helpline at 1-800-985-5990.  Through this number SAMHSA (Substance Abuse and Mental Health Services Administration) provides 24/7 crisis counseling and support to people experiencing emotional distress related to natural or human-caused disasters.

ART FM believes in a policy of NO NOTORIETY.  We believe in responsible public safety coverage of acts of mass violence that do not provide celebrity status to individuals who commit heinous crimes, as this is often a motivator for such crimes.  We challenge YOU and other media outlets to do the same. No Photo, No Name, No Notoriety: nonoteriety.com

ART FM stands with the people of Ukraine as they fight for their land, their freedom, their human rights.  We are horrified by the violence brought upon this peaceful country and inspired by the bravery with which the nation fights for its very existence.  Since the onset of the Russian Invasion, ART FM has been proud to host special programming addressing the conflict, desperately seeking solutions.  From interviews with Ukrainian politicians in Kyiv to showcases of Ukrainian electronic music, we have gained an understanding of this magical part of the world and the brave people who live there.  ARTxFM has created a webpage where you will find some links that illuminate the hearts, the minds, the humanity of the Ukrainian people as well as practical ways you can help them win their struggle for freedom.

ARTxFM STUDO REOPENING
Here at ARTxFM, our DJs are so axious to get back to our downtown studio to provide better coverage of all global and local events!   The station is slowly reopening to in-house programming but for the majority of the pandemic, ARTxFM DJs have been live broadcasting from the safety and comfort of home -- providing music, news, emergency information, and constant companionship to those likewise secluded by the global pandemic.   Generous support of our listeners has allowed us to advantage of this strange timeout to renovate our main broadcast studio – complete with new equipment, furniture, lighting and more ~ it’s a Dream! ~ Truly the most loveable station in the world!

During the renovation process, we were able to repurpose our older equipment as a Production Studio where community members now have the capacity record music, interviews, and audio experiments to enhance our unique daily programming.

We are looking forward to a time when we will be able to bring the whole world back into our downtown station to see all the exciting improvements we have made.   Hopefully it won’t be too long now!   Until then please stay well, protect your community, and keep listening to ARTxFM!   You have made this station a reality and we are deeply grateful for your support.

WXOX CELEBRATES 6 YEARS ON AIR!

MAKE A DATE with ART FM for Valentine's Day as we celebrate SIX YEARS ON THE FM DIAL!  We will share the love through airwaves this year by playing requests, dedications, and love lines sent in by our devoted listeners.  This year's Sweetheart Serenade will take place on Monday, February 14th from 7 - 11 PM Eastern time.  Tune in locally on WXOX 97.1 FM and worldwide at www.artxfm.com.  Join us as we fill the airwaves with LOVE!

As we say adios to 2021 and aloha to 2022, we want to thank all our Listeners, Supporters, DJs and Directors for all they have done to keep our station on air and commercial free throughout this dreadful pandemic.  It has been our greatest honor and our greatest responsibility to keep our community connected and well informed in these ever-changing times.

Our DJs understand the importance of their work. They know that in addition to providing company and consolation to a community in distress, their voices can connect listeners to the resources they need to be resilient in the face of unprecedented challenges such as Covid-19; political unrest; and natural disasters.  No one knows what 2022 will bring but one thing is certain, the DJs of ART FM will be right there with you through it all 24 hours a day, 365 days a year.

Looking towards the New Year, we are so hopeful for the return of healthier times — for concerts, live music, and laughing and singing with friends. We've missed you all so much.  In the meantime, please stay safe and continue to protect yourself and your community.  We've come so far and though we are weary, it is no time to give up now.  Keep Fighting.  Keep Believing.  Brighter days are on the horizon and we look forward to meeting you there . . .

This Winter BUNDLE UP and TURN ON ART FM!!!!  We are here for you, heatin' up the airwaves 24/7/365.  Slowly WXOX DJs are returning to the freshly remodeled ART FM studio, while others remain safely broadcasting from home.  While we are anxious to get the downtown heartbeat of the station pumping again, we we are doing so cautiously.  One program at a time . . .

Keeping our station on-air while keeping our volunteer DJs safe has been the challenge of our lifetime.   When the pandemic began, we trained all of our staff to live broadcast remotely from the safety of home.   This resulted in many unique broadcasting opportunities we otherwise never could have imagined.   We now have DJs live broadcasting from ALL OVER THE WORLD and suddenly the possiblities are limitless.

While the DJs were away, we took advantage of the downtime to rennovate our on-air studio.  Now, as we slowly transition back into the station, we are being cautious to protect the safety of our staff and the health of our community.   At the moment, we are operating in a hybrid phase with some DJs still remoting in while others are back in house.   Expect some techincal issues and magical suprises to ensue!  The staff of ART FM appreciates your patience and understanding as we naviagte these unclear waters ~ and we hope you enjoy the ride!

THANK YOU TO ALL OUR AMAZING LISTENERS!!!!  This was a record-breaking Give for Good campaign for ART FM and we are so grateful for your support that helps keep our young radio station on the air for all the world to enjoy!  This is our one fundraising day of the year and this time you REALLY SHOWED UP!!!!

This year, you helped us win many Give for Good bonus prizes that made every charitable donation go further.  Not only did we retain our UP ALL NIGHT crown for the most unique donors between 2-4 AM, we picked up the 5-8 AM EARLY MORNING RUSH!  As the day progressed we claimed a number of MATCH MINUTES and scored donations from ALL 50 STATES.  We nearly DOUBLED our original fundraising goal and qualified for the top BONUS POOL.  Most importantly, we won the Tier Two GRAND PRIZE, not once but TWICE this year thanks to our mastermind staff.  Prizes included, we closed out the 24 hours with $38,000 in donations from 430 listeners.  With this, we came 4th PLACE OVERALL in MOST UNIQUE DONATIONS out of 500+ NONPROFIT ORGANIZATIONS!!!

The support of our community means so much to us.  We had such fun with this event -- even though we had to party remote -- thanks to all the exquisite DJS who kept us jammin' throughout the day and to everyone who joined us on the virtual discos.  Every penny of your hard earned donations will be invested in amplifying community voices in Louisville - expanding access to the airwaves for free and creative use - and providing emergency broadcasting services for the greater Kentuckiana area.  When you listen to ART FM, do so with the satisfaction that YOU make our unique broadcast happen!  WXOX would be static without you!

THANK YOU DEAR XOX LISTENERS!!!!!!!!!!!!
During Give for Good 2021, ART FM won the following prizes

GRAND PRIZE - $3000 Most unique donors (Tier 2)

UP ALL NIGHT - $1000 Most unique donors between 2 - 4 AM

MORNING RUSH - $1000 Most unique donors 5 - 8 AM

Through this global crisis, the volunteer DJs of ART FM have been there for you all day -- everyday -- delivering diverse music, critical news, and the latest health and safety information.  We also hosted the first ever Grassroots Radio Conference Virtual Summit with so many amazing speakers -- such as Chuck D and Will Oldham - chiming in from all over the world.  We have provided Emergency Broadcasting services throughout the Kentuckiana area. We formed partnerships with Xtendsound and the Pacifica Radio Network to extend the range of Louisville community broadcasters.

GIVE FOR GOOD LOUISVILLE is a fierce but friendly 24-hour fundraising competition between area nonprofits that takes place on September 17, 2021.  Because the Community Foundation offers a range of incentives to make everyone's donations go further, ART FM focuses on this single day of fundraising to keep our station on air thorughout the year.  We are SO APPRECIATIVE of your support!!!

ATTN: FANS of COMMUNITY RADIO:: The FCC is considering a proposal that would increase wattage for many LPFM radio stations from 100 to 250 watts. This is a VERY EXCITING and UNEXPECTED OPPORTUNITY that would help our low power stations exponentially!

It is important for EVERYONE who cares about community broadcasting in the United States to file comments in support of Simple LPFM 250 as proposed in RM-11909. This includes station Station Staff, Board Members, Volunteer DJs, Listeners, and Supporters. PLEASE TELL YOUR FRIENDS AND FANS!!!

*****CLICK HERE*****
For instructions on submitting comments to the FCC suporting the RM-11909 Simple LPFM 250 Proposal.

While there is not an exact deadline for these comments, the safest bet is to get them submitted as soon as possible.

We love you and are so grateful for your support.

Looking forward to celebrating with you all!

We love our country.  We believe in fair elections and freedom of speech.  We exersize our rights as our duty to our country and believe in the power of peaceful protest to change this imperfect union.  Our mission is free speech but we understand that hate never deserves a platform.

Violence is never a solution.  Only love can drive out darkenss.  We believe in the Democratic process and trust the courts of law.  Yet where we seek justice, we find inequality.  Our peaceful gatherings are met with an iron fist.  Meanwhile, domestic terrorists are treated with a velvet glove.  America, you are beautiful as you are cruel.  We still, somehow, believe in you.  We cry for you, how they defiled you.

Blood on the capital steps.  Glass on the Gallery floor.  When much is wrong, it’s hard to know how to make it right.  We look for an answer as if it is buried deep within our screens.  Digging passageways further and further away from the truth.

One thing is certain, we are living in very uncertain times.  The days have been full of surprises and suddenly it feels like you can write your own script. We can but be hopeful for the future.  For a new America that comes along with a new Administration.  We are living proof of how much things can change in just four years.

We congratulate Presiden Biden and Vice President Harris.  We unite behind them as they work to reestablish peace in our union and trust in our alliances around the world.  May this new era of government root out the cancers of hate and racism that lurk within the shadows of our strongest institutions.  May this administration inspire new generations of leaders who understand the value of diversity to the progress of our nation.

We are hopeful for tomorrow.  We are grateful for the lessons we have learned.  These difficult times have made us stronger.  2020 opened our eyes and 2021 arrived like the guest no one invited.  The place is a wreck now.  As we pick up the pieces, we realize, there is no starting over . . . There is only starting from here.

                                  **********************************

2020 was The Year of Vision and Clarity and together we learned so much.  From pandemic to protests to Presidential election, your support has allowed us to be here for our listeners, every step of the way.  We have stayed live, and we have stayed safe, during this pandemic by developing a system that allows our DJs to remote broadcast from home.  As a result, we have been able to provide up to the minute health information while providing companionship to listeners around the world, stuck in isolation.

Everyday we have used our frequency to stand up for justice and through events like our Broadcast for Breonna, encouraged other stations to do the same.  This fall we worked hard to get out the vote and made sure our listeners understood how to navigate this year’s unusual election process.  In October we hosted the first ever Grassroots Radio Conference - Virtual Summit in which we brought together college and community radio stations from around the world to address the most pressing issues facing community radio today.

None of this would have been possible without your support.  We are deeply grateful.  We depend 100% on the contributions of our listeners to help keep WXOX 97.1 FM on the airwaves and heard around the world.  It truly means everything to have you involved with this station and we hope so much that we will be able to celebrate in person soon!  Until then, stay safe, be well and keep amplifying the voices around you.  We all in this together and will emerge a stronger, more connected community.

Wishing you Health and Happiness in the New Year!

2020 GRASSROOTS RADIO CONFERENCE - VIRTUAL SUMMIT
Hosted by WXOX 97.1 FM Louisville

Since 1996, the Grassroots Radio Conference has brought together community-minded radio stations to share ideas, technology, and conversation.  Each year the event is hosted by a station in a different part of the country.  2020 was to be ART FM's opportunity to host the conference at WXOX Louisville. Unfortunately, global pandemic circumstances are forcing a delay of this in-person conference.  In the meantime, we are trying something new . . .

For the first time ever, the Grassroots Radio Coalition will bring college and community stations from around the world together online for a GRC Virtual Summit!   While the pandemic will make our gathering more difficult, it does not make it impossible!   Grassroots stations are more important than ever to a global listenership in distress.  We cannot miss this important opportunity to come together to share ideas, exchange information, and build connections within the community.   Mark your calendars for October 9 - 11 as we embrace the available technology and unite for three days of online talks, workshops, and networking activities focusing on today’s most pressing issues in radio.

This year's speakers will address the following topics:

The Pandemic:  How to Broadcast Safely & Responsibly

The Protests:    Amplifying Justice & Equality for All

The President:  Energizing the Electorate Through the FM Dial

      AND

Hyperlocal News Reporting during Wildfires and Other Natural Disasters

Embracing new technologies and stepping up to new challenges, this year's conference will be like none that have ever gone before!  We hope you will join us for the adventure as we connect grassroots radio stations worldwide, all from the safety and comfort of home!!!

BROADCAST FOR BREONNA

On August 13, 2020, radio stations across the country brought their frequencies together to play tribute to Breonna Taylor and the countless female victims of American police brutality.  In unison, over 70 community radio stations played "Everything" by Mary J. Blige, one of Breonna's favorite songs at the time of her passing.  The song was introduced with a message from family and followed by a reading of names accompanied by the sounds of the Louisville protests.

CLICK HERE to learn more about this event and to hear the memorial broadcast.

WXOX Louisville stands for Justice and Equality.  We believe in the Freedom of Speech and the Freedom of Press.  We dedicate our daily broadcast to amplifying the diverse and beautiful voices that make our city unique.  We love all people as one.

BLACK LIVES MATTER.

Our hearts cry when we see the suffering of our people, we can’t understand such hate for a person based solely on the color of their skin.  In the name of George Floyd, David McAtee, Breonna Taylor, and countless others murderd by police brutality, we call for Justice, Transparency, and Self-Reflection.  We call for Action, Awareness, and Advocacy.  We can no longer close our eyes, or drown out the screams of black and brown people in America.  This is real.  This is an Emergency.

We stand with Black Lives to denounce systematic racism and demand police reform.  No American citizen should live in fear of their own government.  No government agent should be armed to kill and left unaccountable.

Now and into the future we dedicate our frequency amplifying the diverse voices within our city and celebrating the differences that make each human unique.  At ARTxFM we understand our ability to bring together people of all interests, ages, and backgrounds through a common love of music.  We consider this our most important mission to uphold.

We live in a society built on history’s white pillars.  Today those pillars are crumbling.  Activists around the world are proving that there are new ways to live, new ways to communicate outside of the master’s tongue.

As we script a new alphabet, develop a new lifesytle -- friction and confusion are inevitable.    It can be painful to reflect upon the parts we’ve gotten wrong -- especially when there are so many.  The progress of things is not always easy but often the hardest struggles yield the most significant results.

A future of peace and equality awaits.  A Promised Land that we have not yet attained, a Mountaintop not yet climbed.  But we are getting there –- and this time, we are getting there together.

Let us walk in peace, hand in hand, recognizing the pain of the past, understanding the struggles of the present, fighting for the rewards of the future.

LOVING DAY IS EVERYDAY.

BLACK LIVES MATTER.

JUSTICE FOR BREONNA.

When we applied for an FM frequency, ART FM made a pledge that we would be here for you during times of National Emergency.  2020 put us to the test.  As the Coronavirus pandemic spread across the United States, we committed our broadcast to keeping our community safe and its inhabitants connected.  While conveying critical health and public safety information, WXOX DJs continue to provide 24-hour comfort and company to so many who are isolated at home.  This is our essential service.

All day, everyday the DJs of ART FM employ music, information, and conversation to fight the longstanding plagues of hatred and racial inequality.  From amplifying local issues to organizing nationwide broadcasts for Justice, WXOX believes radio has the power to change minds and save lives.

If you believe in the power of community broadcasting and want to keep WXOX 97.1 FM on the airwaves, but did not have an opportunity to donate during Give for Good, we would be thrilled to have your tax-deductible donations all year.  We are a young nonprofit organization that depends entirely on the contributions of our listeners.  Your support will help keep ART FM on air and commercial free!

RADIO IN THE TIME OF COVID

At the onset of the current health emergency, ARTxFM began training our volunteer DJs to remote broadcast from the safety of home.   Thanks to their industriousness and determination to continue their programs, they have now established over 80 individual studios across the city.  Every hour or two, our live broadcast is emerging from a different location.  Basements, porches, and dining room tables across Louisville have now become mini-radio stations.  Dresserplex Studios, Alfresco-A-Go-Go, and Highlands Starrrgate are just a few of the fun names the DJs have given their remote headquarters.

The programming they provide from these locations has never been more important, more powerful.  Each DJ has taken this situation and their role in it very seriously.  They recognize their influence on the community and in addition to modeling social distancing practices, they are providing music and information around the clock that encourages our listeners to stay safe at home.

Every hour ARTxFM DJs are reading public service announcements from local and national health experts.  They are providing information about staying healthy and financially afloat during these critical times. In addition, WXOX is providing weekly programs on the Covid-19 pandemic for specific segments of our community such as Spanish speakers and teenage listeners.  We are providing live music experiences whenever possible and recently featured an in-studio, socially distant concert from Jonathan Richman and Bonnie "Prince" Billy when their national tour was cancelled.

In these trying times, we firmly believe in the power of radio to inform, heal, and connect.  It is our hope that by maintaining our daily broadcast, WXOX 97.1 FM will help our city - and our nation - persevre through this difficult time and emerge stronger, healthier, more resilient community.

Thank you to all our friends and family who came out to celebrate FOUR YEARS of community broadcasting on WXOX 97.1 FM at this year's Voix de Ville.

Once again, this year’s epic musical line-up knocked our socks off and we were so proud showcase the talent within the WXOX DJ staff. Performers included Stutter, Spot, Kuvebo!, Bus Hus, Jakey T. Jackson, Cat Casual, RMLLW2LLZ, Bungalow Betty, The Frogmen, and The Hundred Proof Stringband accompanied by the Signifying Wolf.

The music was outstanding throughout the night and we all had the greatest time!!!   Spettra did an amazing job illuminating the Columbia Theater and in all the rich history of this building, I don't it has ever looked so magical as that! Thank you to everyone who came out to support WXOX and to all the volunteers who made this epic event possible! IT was an amazing night for our station and we are already looking forward to next year!!!

We are so grateful to our Event Partners:

WE WANT MORE POWER!!!  WXOX lands on the RadioWorld coverpage by asking for more wattage from the FCC.  “While reviewing LPFM rules, we hope you will consider increasing our maximum allotted power from 100 watts to 250 watts of effective radiated power at 100 feet height above average terrain. This modest increase would greatly improve our ability to deliver the diverse voices of our community to those whom it matters the most."  Read more here:

"To say that the radio programming on the 24-7 station is eclectic is an understatement.  From A to Z, the station gives voices to a panoply of perspectives.  From 'Acentos', an exploration of the arts through the eyes of Spanish speakers, to 'Z-Radio', a program produced by students of the Communication Magnet at DuPont Manual High School, the station is a rich and robust landscape of creative thought and music.  Though there are multiple genres represented; blues, funk, soul, punk, post-punk, reggae, world music, jazz, ambient, psychedelic, radio commentary, the list goes on . . ."

Since ART FM's overwhelming success during Give for Good we have wasted no time in pushing our commmunity radio mission further.  We have begun studio renovations including a new production room and placing the final touches on the WXOX live performance space.  Recently, we hosted a series of programs around a special visit of the students from the Holy Trinity Music School in Port-Au-Prince, Haiti subjects of the documentary film Serenade for Haiti.

This September Serenade for Haiti  Sound Recordist Richard Fleming (DJ Richard Nixon) joined Bonnie "Prince" Billy (DJ Signifying Wolf) in studio to share his audio from the region.  Highly educational and entertaining.  If you missed it, you can listen to that recording HERE.

The following Friday, we were honored to have students from the Holy Trinity Music School perform live on-air.  It was a pinnacle moment for us here at ART FM: hosting these heroic musicians radiating hope from country that has seen so much destruction.  Link HERE to replay the recording of their in-studio visit.   It is an experience we will never forget.

We depend 100% on the listeners that believe in our coummunity radio cause!  Give for Good Louisville was such an AMAZING day for us with 465 donations that will keep our broadcast going all year! Placing FIRST in the small organizations category for the Most Unique Donations and THIRD PLACE OVERALL out of 500 organizations is an unbelievable reality we have yet to comprehend.  We are so grateful to everyone supporting the nonprofit organization that makes our daily brodcast happen!

The talk programs focus primarily on artists and creative thinkers. The daily music shows range from classical to punk rock from hip hop to country.  The schedule is as diverse as the volunteer DJs who bring it to life.

We hope to continue providing you with exceptional programming while we develop this community radio project and discover new ways to bring the airwaves to life.  We'd love to have your feedback during this proceess.

Please take a moment to let us know what you think about the station and how you think we can improve through the ART FM LISTENER SURVEY
